The rising Eastern sun seems to suggest Shogun, but the last line contradicts that in two ways (first of all "no guns" since Shogun did have guns, and the reason mentioned above) so it doesn't seem likely. It might be set in pre-shogun area Japan, or another Asian nation. The word "maybe" seems a bit odd here... Maybe the eastern sun rises? Does that mean that it could not rise? And if so, what does that imply? Maybe it's a game in which Japan is but one faction (unlike Shogun where all playable factions were Japanese), so you might win the game as Japan, but Japan might be defeated as well. Following that line of thought, there doesn't seem to be a whole lot of room left, because you'd have to pick a time where Japan wasn't isolated, but also a time that didn't have guns... Then again, this is assuming that the "no guns" line has a dual meaning. If not, that opens up the possibilities a bit more.
Hell, for all I know, maybe eastern stands for medieval.
