No, it's not time for a new console generation.
Part if the issue deveopers are having now is the cost of developing games to meet our current content/graphical/performance standards. Upping the standards ups the cost. All those beautiful realistic environments and objects cost a lot of time and money to develope. The more detail, the more expencive it gets.
On top of that, is there really any need for it? Games are already approaching photo realism. At this piont, any increas in graphics is marginal. It's not like going from the NES to the SNES to the N64 where it was a night and day difference. We reaching the point of diminishing returns with what can be done on a flat screen.
On a personal note, I would rather see devs put their time into developing solid game-play and stories. The higher graphical capabilities of modern consoles seem to lead devs to cater to graphics whores... do we really want to take that to the next level?
