If they make another Fire/Fighting starter, I'm going to use Mega Kick on Gamefreak's Pokéballs.
There are so many many examples I can use, but I'll just pick the first one I thought of, which also happens to be a starter.

Torchic can learn Flamethrower at level 43. However, evolve it into Combusken and it can no longer learn Flamethrower by leveling up. Combusken also learns moves that Torchic can't.
Again, this happens all the time. You can find plenty of examples in each generation if you look.
Also there wouldn't be anything stopping the proposed final evolution of the water guy from using Ice Punch. Just walk over on all fours and then use one of the front legs to punch. I think Metagross is animated do that for certain attacks in the 3D console games.
