I remember him being on the recent incarnation of Teen Titans. The costume was changed from that fluorescent nightmare, but I still couldn't take him seriously.

Question: Would you want all of superman's powers if you could only use them while dressed in that?

You make 2 good villains, One you cut in half, the other you drown behind angst. What is the matter with you?

Any villain who announces themselves to be evil with the possible exception of insane clowns (basically the Joker and Kefka).

Also, a lot of comic book villains are fairly ridiculous, but they probably weren't really serious to begin with.

I wasn't aware he existed until I got the character information on Arkham Asylum. I'm surprised it was even included.

Batman has a ton of villains that are impossible to take seriously.

Among these stupid villains: Calendar Man, the Ventriloquest & Scarface, Killer Croc, Killer Moth, Penguin, Maxie Zeus, Mad Hatter, and Man-Bat (seriously).

Even Frollo? He was pretty damn creepy. And voiced by Tony Jay, which made him seem more... villain-y, after a childhood spent watching ReBoot.

Though I guess the ReBoot villains weren't always serious business, either, considering Megabyte once had a guitar duel with Bob.

Samas Aran. Any villain who can slaughter tens of thousands of honest, hardworking space pirates but whose armor comes with a reset button cannot be taken seriously. Also, the sheer volume of rule 34 related material for her doesn't help her credibility.

I will give you that. Frollo was creepy.
And Scar. He was an awesome villain.

But villains like Ursula and Hook. I couldn't take either of them seriously.
