'Cheap' is a hard thing to pin down, because you have to ask yourself sometimes: Is it cheap, or do I suck?
But if it's a flaw in the game balance that people are exploiting that offers a near guarantee of victory, regardless of your own skill, then I would classify that as 'cheap'. As an example: People said the M16 in COD4 was cheap, but I would disagree. I've seen people do both amazingly well and amazingly bad with it. It's just skill. But the random grenades thrown over building and obstacles? That is cheap. A cheap kill brought on by sheer chance, not skill.
