I mean, who are the scariest characters, what are creepiest locations, the most bone-chilling music, etc. ?
Also, which games tried hard to be scary but ultimately failed?

For me, the Shalebridge Cradle from Thief: Deadly Shadows was just... *shudder*. Wallmasters (Ocarina of Time), too - horrifying!
For me it would be pretty much everything in the suffering, not played it?

DO IT NOW!!!!!!!!!
THIS THIS THIS AND A THOUSAND TIMES THIS!!!
It's seriously fucked up isn't it?
Indeed it is, the fuzzy cameras, the eerie sound of a Slayer crawling along the walls, the deserted corridors and having that feeling "They were coming". The first time I played it (In a dark room), my heart was racing.

FEAR 2 had some nice scripted moments, were you looked for that little girl in complete darkness and dont find her and then you turn around and there she is, just for a split second or so and then she disappears..

OP: Sound all the way, Condemned was so fucking scary because of its oppressive sound, and STALKER was scary because you could constantly hear monsters in the distance.
Completely off-topic for a second, do you recommend S.T.A.L.K.E.R.? Been debating getting it, but haven't been sure as of yet.

Anyways, on-topic, I think there are two elements that can make a game far scarier. The first and foremost is the soundtrack, or in some instances, the lack thereof. If done right, silence can be one of the scariest things in the game.

The second element I'd say would be the lack of conventional weapons to attack your enemy with. I always find enemies far scarier when I can't kill them in the usual sense.

I could go on listing the various elements in games that can scare the crap out of me, but thanks to Silent Hill 2, I can just point at it and say "pretty much that".

I love Silent Hill 2...

YES!!! Oh god, yes. Especially Vault 106. That was the creepiest.

OT: The music in the Forest Temple in OoT was pretty damn creepy. I loved and hated that temple.
Also, the first Big Daddy in Bioshock. Don't tell me you didn't go "holy shit" when you saw it.

Well....
Bioshock: Scary
Dead Space: Horrifying

So I think atmosphere really sets the mood, just like in those games.

I like a jump scare that results in a panicked minute of attempting to escape the cause of the scare. Good examples would be <spoiler=the first time you meet the controller mutant in S.T.A.L.K.E.R.: Shadow of Chernobyl>"Ooh, look, a supply box! I'll just grab it- hey, what's that high pitched squealing- AAAAAAAH! CRAPCRAPCRAPCRAPCRAPSHOOTITSHOOTITSHOOTIIIIT! Gah, stop shooting- run away- ladderladderladder aaaaaahhhhh!" or ANY playable encounter with Pyramid Head.

Also, any game that starts out very friendly and just gets scarier and scarier as the game continues. I bet a lot of you know EXACTLY which game I'm thinking of. (Hint: It's freeware.)

seriously... horror games bore me to hell, but starting in the water on Bioshock, and like... when the Giant Pink Bunny island disappears from beneath you on Saints Row 2... it really shits me up :S
