No, having a child is a conscious decision that two people make (in an ideal situation.) If those two people are incapable of properly caring and providing for that child then why should they be allowed to bring it into the world, just because they can?

I think the thing that would make this impossible is that it's so difficult to define bullying. Especially since you'd be dealing with children, who are notoriously quick to change and twist their story to suit whatever their needs are at the time; all it takes is for two friends to have cross words one day and suddenly one of them is in the teachers office saying that the other has been bullying and threatening him and bam: criminal record.

I was going to say that bullying does build character, having been put through a lot of shit myself in high school, but thinking about it I'm not necessarily happy with the character I've been built into.

Ok man, don't complain to me when you cannot have a child because you were drunk and got into a bar fight.
Well, I wouldn't do that, but that wouldn't necessarily have a bearing on being able to attain a parenthood license. I just think that there should be checks in place for people wishing to be parents to see that they're financially able to care for that child and that they're mentally sound. Or do you think it makes more sense for crackheads to be able to have babies and continue getting fucked up all their lives and neglecting/abusing their kids, because that's their god-given right?

trial lawyers, or tort reform in general to make the whole system more fair for companies that get sued by theses ass clowns.

The US population in July of last year was 311,591,917. 1% of that is 3,115,919. Three million killing sprees from that 1% of the population. Yeah, that's a pretty big downside.
Think about how long those sprees would last it 308 million people were out to kill them. Then everyone who would go on a killing spree would be dead.

So there isn't "no" down side but the ups totally out weigh the downs.
I'm guessing 18 months and between 8 and 10 million deaths to a crime free utopia.
Sounds fair to me.

I'd like to agree, but you're right, it's hard to enforce. My older brothers bullied me mercilessly for the first twelve years of my life without ever realising the effect it had on me. I know they wouldn't have if they understood, but they still did it.

Also, I really dislike the idea of making adultery illegal. The government should not be getting involved in relationship stuff, it's never sensible.

If it were up to me, Coldplay would be illegal. I'm not going to go around saying what people can and can't like, except for Coldplay. Coldplay can fuck off.

If a parent passes the exams and get a licenses to have a kid, they should have similar rules to a driver's license and be fined etc according to any trouble their kids cause.

I also agree that adultery should be a crime. Religion aside, when you marry someone, you enter into a legal union with them that is recognized by the government. If you sleep with someone else, then you are breaking a legal union, which in my opinion, is just like breaking the law and should be punished. If you don't want to commit yourself to someone or are someone who would just use the "we're human, shit happens" or "There are so many great people, how why should I devote myself to just one person, that's stupid" excuse, then you shouldn't get married in the first place.

On topic: Bullying. If the bully gets defended as "it's what kids do" and the school officials will do f'ck all to help until the victim lashes out, the victim is not to blamed for lashing out and the bully deserves no empathy what-so-ever. It's not about character or weakness or willpower it's about the bully being f'cking evil and should my kid ever be bullied, I swear to god I shall get the school to intervene and at the very least suspend the culprit, and if I have to threaten them with sexual harrassement charges to take me serious, then, so help me I will.
