Considering that both teams have a briefcase, I think it's stuffed with documents and blueprints of experimental weapons developed by Mann Co. Each team is attempting to steal each other's briefcase to gain access to the blueprints and thus gain an advantage over the other team through superior weaponry.

Neither team knows what is inside the brief case. However, they do know that what is inside is incredibly valuable. So they go to great lengths to capture the briefcases, despite not knowing what is inside them. But what is inside is actually very valuable. Unfortunately, it is valuable because it is detailed instructions about how to open the briefcases.
