As far as anything perverted goes, there are plenty of anime that have prodigious amounts of fan-service in them, though they don't tend to be anything especially perverted or strange otherwise. An example would be Elfen Lied (which is actually pretty good anyway, though it does have a fair amount of gore and torture in it...). For proper perverted stuff, I won't list or link anything here because although this is the internet, there are still young people who visit this site and I don't want to get banhammered. However, I will tell you that you can find a long list of dozens, if not more, of hentai anime, games and manga on the TV Tropes page for Hentai. Just go to TV Tropes and if you can avoid branching off on different articles for hours on end, search for the Hentai page. There's a list there. Also, note that I take no responsibility if any young kids see this post and do the same, because frankly if they want to find the porn they'll be able to anyway. It is the internet, after all...

No I went out of the way to watch the entire series, and I also went out of my way to establish that this was a horrible attempt of creating a dark anime and failed at creating realistic human emotions. The writer thought to himself "hmm how can I pass this character off as innocent" and within one minute of getting clothes and getting off the beach, she looks down out her shirt curiously showing us a tit. It tries to hide its perversion and that to me makes it more perverted.
As for the naked murder would you want to dress and undress someone that can tear you to pieces at two meters?
As for why she is portrayed as innocent, she is innocent she is not the same person that killed those people.
And yes there is a lot of fanservice but it is not purely for fanservices sake and many scenes of nudity are portrayed as downright disturbing, though I will admit that that comes across better in the manga.
Try to look past the surface before bashing something.
I'm sorry for getting defensive but I see far to many people make snap judgments about this series (and anime in genral for that matter) without even trying to understand it.

And Baka To Test To Shokanju can be pretty perverted at times. One of the characters is even called the Voyer Ninja. However the perversion in Baka to Test to Shokanju is mostly used for humor. And it's damn funny at that, so I can look past it.
