Most Pixar films have almost made me cry at some point.
UP has been the only one to make me do so, though I did cry 2 times. More than any other movie.

The ending of The Curious Case of Benjamin Button made me cry. That and Seven Pounds.

I just remembered I never watched UP... And that by "most films" I actually meant 2 or 3...

Metal Gear Solid 3

I cried at the end, too. The graveyard scene.

(The gameplay/cutscene compilation, uploaded to youtube.)

Sad as in pretentiously pathetic? (BloodRayne)

Or sad as in Old Yeller shot in the face? A film focused on being all sad through to the end is one that carries the "artsy" title, a genre I avoid with a violent fervor, and since feelings are for girls I can't really say I've seen a movie like the one you're asking for.

But not wanting to be suspended for trolling, I'll be honest and say that if I must apply the "sad movie" label to one I'm guessing it's a toss-up between Empire Strikes Back and Wrath of Khan.

I cried at the end of Ginger Snaps. It probably isn't the saddest movie of all time, but I don't watch a lot of movies.

Requiem for a Dream. That movie is a depressing mind fuck.
As my friend does, watch it ONLY HALF WAY THROUGH. Turn it off and believe everything was happy and fun, and nothing ended badly, then light up a bowl or 2.

Only three movies have made me shed actual tears:

1. the first time I finished watching West Side Story-when i was 10. yes, I saw it coming, yes, I knew it was based on Romeo & Juliet but...still! the first time! damn! D:

2. as said before, those devasting ten minutes in UP. i don't know how Pixar had me shamefully sniffling over animated characters I'd only known for freakin' SECONDS. but they did.

and then the big one

3. PAN'S LABYRINTH. SADDEST. ENDING. EVER. i was practically bawling by the end. the stupid piano lullaby didn't help, either. -_-

other than those three, i just mostly laugh at so-called "tragedy" in movies.

...except Schindler's List. i did get choked up on that one. curse the humanity! *shakes fist*

Schindler's List and Saving Private Ryan. Also The Lion King and Bambi.
All so sad, each in their own way.

E.T.! When I was five years old. Even then didn't cry (no film ever has) but my little sister bawled her eyes out, which made me laugh. Yes I feel a little guilty now :p

A Swedish film called As it is in Heaven (Sa som i Himmelen). The ending manages to be the most depressing, uplifting, climatic, and closing scene while coming so close to but never touching cliche. One of the best films I've ever seen.

Nail on the head there, it's a brilliant film but I was crying for the last 20 minutes, dunno why it affected me that much :S

Grave of the Fireflies made me cry. Which I was not expecting. I did all right until that bit...

...where he buried his sister. I did okay until he put her in the basket and then he stops before putting the lid on and looks at her. And I cried.

World War Two movies about the holocaust are really depressing.
