Hes half hollow and half shinigami, because when he finally got his own shinigami powers, at that same instant he also became a hollow...hence the mas AND the sword when he came out of the pit. That's why he's not even the same as a vaizard, and why he has TWO beings inside of him: Zangetsu and the hollow Ichigo. WHAT I'm saying is that, unlike the Vaizards, he gained both powers at the EXACT same time.
As for his mother, I haven't been reading the manga, but I personally suspect that she may have been an upperclass shinigami, and that that is why his father fled to the human world, Karakura town specifically....if you didn't know, that town has a high amount of spirit energy, which is why that's where shit always hits the fan lol.
He's the same as the Vizard. If you remember the scenes when Aizen made the Vizard, it has the exact same disordered hollow transformation.
The only difference is the technique used to achieve the same end result, and it is implied the Vizard also have hollows inside them AND zanpakto spirits, same as Ichigo.
If Ichigo's powers are half Shinigami and half hallow; people are genetically half of their father and half of their mother, and Ichigo's father is a high leveled shinigami...
But everyone has an inner Zanpakuto spirit. Ichigo's was there all the time just sleeping. Not all humans have enought spiritual pressure, but all have at least the potential to awaken. Same with hallow powers. Every single spirit can mutate into a hallow.
Not everyone is strong enough to be either, but the point is that every single spirit has within them the necessary basic attributes to become either.
Err, actually, people like Orihime and Chad have been confirmed to have no such inner Zanpakuto spirit. This seems to imply that not everyone has an inner spirit, and that shinigami are special cases, not the rule.

Notice that the "parrot boy" also had a boy. Rukia's sister apparently died before her, and Rukia died later. This explains why there are so few children in the Soul Society - have you even seen a BABY there?
Also those royal families might just adopt people they want. Like the Kuchiki family adopted Rukia.

Why can't souls have babies?
They obviously have human style bodies.
And "spiritrons" are supposedly close to normal particles in usage.
Along with the fact that a balance of souls is all that is required, it doesn't make sense that souls only move one way across the boundary.

Soul society is just like another world as well as a kinda afterlife, the differences are that they inhabitants can live much longer and survive sum of the more deadlier things than we can, they say theres a balance between the 2 worlds, so children an stuff being born isnt hard to understand.
and to the Op: his mother was human, he got his hollow powers a different way as alot of people have said, the reason he hasnt seen her ghost was because she was eaten by grand fisher.
