It's a close call between Overlord 2 and Star Wars: Clone Commandos. Those are the only two games I've never finished due to sheer rage.
Overlord 2 just seemed to ruin everything that was good from the original by accident while only making small additions (eg. the mini map). The missions had a lot more things that would wipe out all your minions in one go, and half the time it was so vague with it's objectives you didn't have a clue what to do. I certainly didn't know how to make the decision I wanted in most of the manipulator/destroyer choices.
There was something about Clone Commandos that was just wrong. Quite a few things actually; how come you can empty an entire clip of regular assault rifle ammo into a Super Battle Droid's torso and it won't even notice? And the best way to survive is to constantly demand your squad revives you when you go down and to do the same for them, even when this means your entire squad is constantly going down and getting back up again.
