I think he was going on about the fact that you don't have to have a certain lockpicking level to unlock something. Regardless, Georgia is quite overlooked. Plus, Fort Benning for the Enclave/Brotherhood of Steel to occupy.
I'd like to have just a higher world population in general, and more roamers, so you can maybe find a dynamic epic battle between animals and men...and more men, or something. I just think a world rebuilding (especially so far in the timeline as NV) there should be more people. Not 400 million in a city, but I don't think it would be too unreasonable to have say, 20 people instead of 10 in the major city. (New Vegas kinda did this, which was neat as hell. OT: I want a cold weather Fallout, preferably in Canada. Since Canada was annexed by the U.S. in the FO universe, technically it counts.

A wider array of enemies, and more than one large threat. FO 1, everything was a threat, FO 3, the only real threat came from deathclaws, FO:NV had a few, but they mostly went away after you got a couple levels and a nice gun. I want to always be on the alert, not yawn as I kill yet another assassination squad.
While we're on the subject of enemies, I want more variety in random enemy encounters. A few humans at a time is boring. Throw some radscorpions and other mutated animals into the mix, that attack both you and any other humans in the area.
True... depending on whether they want to overwrite the non-canon stuff, they've got eveything except the South West (canon, FO, FO2, FONV), the Mid-West (non-canon, FOT) and Texas (non-canon, FOBOS). Indeed... if you take out the 50's Cold War Hysteria/Americana-turned-up-to-11 out of Fallout it's no longer Fallout.Besides, The excesses of american culture has always been a central element of Fallout.
That's the only thing I can think of that would make sense - nuclear winter would have been over (as already established in earlier versions) It wouldn't just turn winter after xx years (unless a prequel). We can all assume that this game will use a heavily modified version of Skyrim's Creation engine and it was able to make weather (to a point). They were also able to make it rain in Honest Hearts, so this isn't that hard to do. The thing is that it depends on the location. I don't know about you, but I want to see a nuclear winter.
That sounds good, but as many of the suggestions above have eluded to. Much of it depends on writing, and writing takes time. Time to make, time to record lines (voice actors), time to check that you aren't messing up the lore somewhere else - in the same game OR in-universe (lest you incur the wrath of the fanboys).
