Sorry bout that, I worded it wrong. People considered other wars as total war, but they weren't. WWII was actually a total war effort. Japanese children were taught how to kill in school. I might be wrong but I believe the first time the term was used in writing was during the American Civil war, however the concept of it has existed for thousands of years. During the Peloponnesian war Sparta actively declared they would expunge all of their resources and mobilize all of their population in order to in the war, regardless of the effect it had on their economy. This is a direct literal description of total war.
