I would do some research into the service that sent you the letter to see if it is legit. If it is indeed for real, I would go for it! You've got nothing to lose but the experience if you do not go.

I googled the organization, and they appear to be legit. I did not read very much, but they appear to be for real. However, I can't figure out how they would get someone's name at random.

Why would it need to be at random. It is more likely that he or his parents filled something out that also either enrolled them, or listed them as interested in the exchange student program.
