Mordin and Thane will likely be dead no matter what. I'm assuming that most of the other squad will likely at least show up if they survived. Ashley/Kaiden will very likely be a party member, likely a starting one, just because of the fact that they are humans and have a stake in the reaper battle. I hope that Tali comes back as a potential party member, as I've always thought she was one of the more interesting characters, and the same goes for Garrus. We'll likely have 2-4 new members, with the rest of the party being members that return from other games.
I also hope that we can actually miss party members in this one. One of my main problems with the second was that it seemed like you never really did anything that was grandly important, instead focusing on just getting the team together.
And if Bioware could always have everyone who died in ME2 (besides Shepherd, as the loading screens said something about loading saves to ME3 'if you survive') come back in the same way that Shepherd did in ME2 (complete body rejuvenation). It would make some sense, as that party is known to work well with Shepherd and therefore increases the odds of success.
Chances are though that something will happen to split them up, likely involving Shepherd doing nothing for a year or more due to some unforeseen factor (betting on the Illusive Man betraying him myself). This would allow players to get the team again (and once again waste time dicking around in my opinion), as well as not force the player to live with anything Shepherd did while the player wasn't playing (as everyone knows that when the game isn't occurring, Shepherd can't move or think for himself
