If anyone cares for the boring explanation:
When big barge enters a watergate/floodgate they tend to just throw a robe around the recessed bollards to stop their (quite large) momentum. Mostly to save gas and time. But this breaks the bollards and therefore is forbidden.

I put this sign up on my door because I saw it on a floodgate and it confused me quite a lot and I hope it confuses the people knocking on my door.
