Middle-Earth!
Might actually make the games interesting again with a few orcs running around and a wizard or something. Would like to see some Mafia berk try and take a Ringwraith's horse..

They've done London before, but I agree about Edinburgh, or maybe Tokyo.

And a definite yes to a female protagonist, we're long overdue for that.

New Orleans would be pretty cool. Killing random pedestrians is fun and all, but imagine mowing down alligators out in the bayou as a little break from all that city killin'.
Aw, ninja'd.
My suggestion is either Toronto or Montreal. Or both, like San Andreas. There are large amounts of ethnic diversity in both cities, they're acutally pretty much microcosms of the entire world with representations of cultures from literally everywhere on earth. And they're configured differently from a city like New York, so it would look a lot differently
If it featured Toronto and Montreal, a Hell's Angels plotline would make the most sense.

It would be cool--you could start out in TO, and have to bring drugs to MTL by traveling down the 401 by bike and stopping in a lot of small towns (based on Belleville, Napanee, etc.--known centres for HA activity), in which you go to rugged bars, get in shoot-outs in farmhouses with other gang members who are drunk, etc. Finally, you arrive in Montreal, but things don't go as planned, and your embroiled in a separatist-related political scandal that could affect the future of the province and a grisly gang war.

Note that the map could be long and narrow between TO and MTL, to resemble a highway. It would also have to be really, really large--long enough that going down it would seem like a journey and you couldn't just jump the cue.

GTA Ireland. Kind of like San Andreas except with Belfast, Dublin, and probably Limerick or Cork. The countryside between Belfast and Dublin could be filled with crime like smuggling, paramilitaries, drug-running. T'would be amazing to see.

Two places only... Either 1980's Vice City or 1960's London... No place new, keep it true to its roots...

Serious answers-Revamp of the 60's London GTA game, New Orleans, Amsterdam (I'm actually a little surprised this place hasn't been touched on), Thailand (but I guess the game wouldn't want to tackle prostitution of that sort.)

Non serious (but still totally awesome) answers-Amish Back country, Space, Stone Age, GTA: The Roman Empire, GTA: Hot Wheels Adventure.

I actually like that last one, but it sounds like something Double Fine might do. A crime game based on the narrative of a kid playing with action figures and hot wheels.

Shit, I should trademark that.

Personally I have had it in my mind for a while that a GTA set in prohibition era Chicago would do pretty well. And If you think about it given the gta driving physics at least the cars would drive accurately for once.

If your hell fire bent on making it more modern set it in three areas of England, Ireland and Scotland. Just the level of factions involved would fit perfectly into GTA although England s No gun thing might make it a little confusing, so perhaps make England the starter area and keep weapons relegated to bats, shivs and other melee weapons with the end chapter being Ireland and likely getting tied up with an IRA-esque organization.

Or for comedy factor you set it in Montreal and rename it Grand theft Moose and all the dialogue quests result in pleasant debates over afternoon tea. (I kid, I kid)

How about an Asian setting, but not the more common Japan or China. Perhaps Thailand or Cambodia.

If it must be in the US perhaps Baltimore (Cmon with nicknames like Mobtown and Murderland how is that not perfect?) or Boston. Perhaps it could be done in a non urban area and focus on say Hillbilly heroine and the Pillbillies in eastern ky and the shiners in WV.

There are so many locales that present alot of potential. Picking a good one will not be difficult. What I think is infinitely more important to the franchise is actually expanding on the gameplay because there really has not been a lot of innovation in the franchise recently. Gameplay wise weve seen the same basic mechanics in GTA3, Vice city, SA, GTA4 + its expansions So it would be nice to see the game done in a much less repetitive style.

places like brixton and peckham would bbe interesting
I would avoid Brixton if it was set in London again. It's even more violent than GTA!
Hey don't go knocking Brixton, I lived there until I was 4 >:|
Lol, lived there till i was 17, weirdly fun times; but you definitely witness things go down that stay with you for a while.
