I'm going to go out on a limb here.
I'm guessing that the "Daedric plane" expansion pack is going to be a trend for the TES series after Shivering Isles did so well for Oblivion. 1- The Imperial city will be unlocked, but only the Imperial City. Its going to be expanded upon and rebuilt since the Great War, and you'll get to see Nifty Thalmor and Political influences on it. This is unlikely, but I think doable
