Braid is always the first game that comes to mind when I think of an artistic video game. It completely blew me away.

Half life 2...

It's story is just so immersive and the gameplay is unique(for the time anyway..) and who doesn't like a few zombies thrown in as well.

It's hard to put video games into a particular category of art, because they combine so many different forms. Graphic art, music, story, and then of course the interactivity of some performance art pieces. Put them all together correctly and they become a genre all their own. Immersive pieces of media unlike any other. Put them together wrong and despite it being pretty or what-have-you, we tend to refrain from calling it art. All video games are art, but not all video games are deep art.

The Void is pretty cool, as a work of art I can say that it would definitely suffer if enacted through another medium.

So yeah, I'd say The Void is basically the only I would ever consider to be high art.

Edit: Braid's alright too, but I think it's a wee bit pretentious.

To say that not every entry in an artistic medium is actually art is to basically say that there is no such thing as bad art. But since art is subjective, that's not really a valid idea anyway. In the end, the fact is, everything in an artistic medium is art. Some of it sucks, because people have ideas to express but don't know how to express them well, but they are all art.
