Nidoking is probably one of my favorite Pokemon that is not a legendary type.
Why? Because back when i played Pokemon like crazy, Nidoking was the first Pokemon i E.V. trained to perfection. It always surprise my opponents on how it usually gets the first hit over Pokemon that was suppose to be faster than him. I always win when Nidoking is on the field.

If we're assessing everything in a really technical way then just look at this: http://bulbapedia.bulbagarden.net/wiki/Pseudo-legendary those just literally are the best non-legendary pokemon, but on a less serious note SKITTY!!!!!!!! 
It my firm belief that the only acceptable answer to this question is Gyarados. I mean, come on. The badass has to be awesome to make for how shitty his pre-evolutionary form was.
An Umbreon with Toxic, double team, wish (I'd prefer roost, or softboiled or recover if you can get them) and ... I dunno, whatever you want I guess. Only a fighting type or a poison type can beat it easily, so give it psychic and you should be fine, or at least hurt them a shit-tonne before you die.
Tyranitar. Yeah I know everyone picks him, but he's been my favorite since I was a little kid. He's green, looks like a boss, and can learn pretty much anything. Oh and let's not forget that he's motherfucking Tyranitar.
Conceptually, I prefer Sneasel. It's an evil ice weasel ninja made of pure darkness. It's also adorable.
