Victor von Doom, without a doubt. He's pretty much the second most intelligent person (after Reed Richards) in the entire Marvel universe, an inventor and engineer without peer and already has plenty of experience ruling, what with having governed everything from his own country, his own planet and the entire world at one point or another.

Err... if you acknowledge that he's the most intelligent person in the world, why wouldn't you want Reed Richards to rule? Too soft?

Um, Dr Strange? He could fix everything and he can do it all while killing Superman. I mean, there maybe something about his red cape, or the fact he's slain daemons in his time, but that man really does it for me.

My brother's nickname is JT... anyway Lex Luthor would find a way to solve the Economic Crisis if it meant he could get rid of Superman, in fact, his plan to solve the Economic Crisis would be to blame Superman for not going after the bigger criminals on the corporate ladder, and failing to destroy Lexcorp itself!

As for Superheroes who would solve the economic crisis... I hear Booster Gold likes money...
