Anyway, probably the "Boss" at the end of Fallout 3. Some chump in a trench coat, I don't know if he counts because you only see him like twice. Still, what a pathetic boss fight that was!

Well, he has sent you in life or death situations, thrown you to monsters if you didn't take his offer in the first game, kidnapped you and several others, your allied aliens blocked him from tracking you, and he did little to stop the Black Mesa incident even though he has the power to do so.

I would say yes based on what we know of him.

hah! i knew this would come up. but i'm seriously, sepheroths only good trait is the fact he looks cool and has cool theme music. that only plays in one battle.

haha oh i was looking for this too when i came in here, sephiroth looks cool and has badass music and a badass fucking sword, which he completely dominates kefka in those categories(i mean really..your not even a scary looking clown.) but sephiroth doesn't quite do what kefka does, so i guess when it comes down to who does what, sephiroth just doesn't hold his hype
