Who is the most pathetic gaming villain?

Gaming is filled with villains, outside of sport and educational games, about every game has them. We tend to remember the great ones, the cunning (G-Man), the brutal (Bowser), the funny (Gladdos), or the just bed wetting terrifing (Pyramid head). However, the pathetic ones seamed to be forgotten no matter how popular the game is. Who do you think is the villain that was designed with ineffectiveness, incompetence, and just plain failure in mind?

For me, King Dedede is the best example, known for more of being a annoyance to the general populace then a threat, and the only guy that I know of that lets the best friend's family of his arch nemesis live in his castle nor does he do much to prevent Kirby from visiting them often.

Well, the problem there is that Dedede isn't actually the villain. In fact more times than not he's actually doing good. In Kirby's Adventure (and it's remake on the GBA Nightmare in Dreamland) he was purposefully preventing Nightmare from invading Dreamland, which Kirby unknowingly allows to occur.
If you're going by the anime, well that is more of a spin-off, not related to the game plot lines.

OT: Baby Bowser. I just find him, well, annoying and bratty. I suppose that's the point but still. (and no, Giga Baby Bowser from Yoshi's Island doesn't count as "Baby Bowser" here)

Nazis. I've killed enough Nazis to populate every ring of Hell and all of China. I've killed more Nazis than Nazis actually existed. Seriously, those guys are really pathetic and just fun to kill. Just shoot one and let the hilarity begin as he screams in German. He he he.

That's why i love zombie games, because you get to kill them.

Rats.
They're in a massive amount of video games, and most of the time they're just there so you can move up from level one to level two. (If playing a non-RPG, substitute equal step up from horrendously lame -> somewhat less lame.)

The evil lord boss guy from Shadow Complex, i wasn't following the story that well so i don't know his intentions but the final boss fight involves you just shooting missile at a stationary aircraft. and by then you have the most powerful gun in the game, and enough armor to take enough gunfire to launch each missile before you reach half health. Plus you don't even shoot the guy at the end, your spy girlfriend does say, and im quoting here "i couldn't just let you murder a man in cold blood." yeah becuase i haven't done that at all.

Count Waltz in Eternal Sonata. He shows up with a huge army of dragons, yet for some reason decides to take on your party alone. Then dies rather quickly.

I don't remember his name, but the last boss in Wild Arms 4 was pretty pathetic, I would've one-hit-killed him but I didn't use the right attack

Kind of an obscure reference but Judecca from Wild Arms 2. He was so damn annoying. There was actually one point where I fought him in battle and clearly my characters were more powerful but bad script writing dictates a forced cutscene where he goes on and on, snarling about how he's the most powerful.

You do have a good point, though it is hard to say that any Nintendo franchise with the exception of Zelda and the MArio RPGs have much in terms of story, and since the anime was created under the heavy direction of the original creator and is the best bit of Kirby narrative we have, I don't see it as to much of an issue.
