Niko Bellic from GTA4. He's one of, if not my favorite game character of all time.
It's one of the only times I felt that a game character had outgrown the game they're in, not limited by its scope, mechanics or narrative structure. Niko felt like a character that existed despite the game. Where, if you played or not, he existed in that world that just kept on going. It's something I can't recall another game accomplishing for me.

I'd like to say Applejack from MLP:FiM. it's seems like their not giving her enough developmental as a character. I like her because seems to be the most practical of the mane six.

also Yamcha from DragonBall. He was there from the start, and since then he's been gradually pushed from the spot light to make more screen time for Goku. I've got nothing against Goku it just that he's a little over powered.

Wow there is quite a bit of Dragon Ball characters on here. Understandable considering most of the good characters end up being completely outclassed by Sayians, which sucks. I guess that's why I like the original series best, since they actually were on the same playing field as Goku.

hmmmmm.....it would depend on what we mean by "under apreciated" because its hard to make that distinction

[b/]Samara from Mass effect 2[/b]..while not my favorite exactally, I find her a rather interesting chrachter..and I always saw her as i kind "deconstruction" of a superhero (her outfit being a dead givaway)..which is what she is in a way...what do you get when you get somone who can ONLY veiw things in black and white? (now that I think about it, isnt that Rorsachs thing in Watchmen?..anyway)

[b/]Ashly from the first mass effect[/b], I think she's a little misunderstood..NO I dont se her as a jesus freak or a racist..she has "small" elements of that but not the extrme, shes a loyal solder

[b/]Cass from Fallout New vegas-[/b] well I dont exactally have much of a sense as too who the favorites are from F:NV but I'd wager that cass woulnt quite have the fanbase as Veronica (in regard to Veronica its not hard to see why...a perky, cute ,lesbian who wouldnt be all over that?) where as cass is less bubbly..more snarky

BUT I like Cass...cant really explain why I think because she has the most to say...she is a good person and is responsible for one of my favorite "needlessly crude, out of place lines"

Can't really agree with the Tienshinhan being underappreciated. Toriyama had him keeping just under par with the Saiyans for a long long time. As for Master Roshi, his strength was huge compared to all the DB characters when Goku was a kid, but it's not like he ever practiced. He stayed at the same level throughout the rest of the story, which really wasn't that great compared to the heights everyone else reached even in early DBZ.

As for me, I'm going with Pete from Shaun of the Dead. They tried to paint him into a semi-villain role in the eyes of Shaun and Ed, but it just didn't fit. The guy was having a rough time at work, had spent at least 5 years being patient with Ed, due to Shaun's friendship with him, and everything he said rang of his concern for Shaun. He felt his friend deserved better in life than he could get while spending his time hanging out with Ed, and wanted to see him happy and non-stagnant. You could see he was genuinely a good guy, they just had him dealing with crappy circumstances for his few scenes.

People shit on her because it's the hip thing to do, but if you didn't understand what makes Oerba Dia Vanille one of the most well-written characters in any J-RPG ever, then that's your fault. Remarkably layered and more emotionally stimulating than Final Fantasy has ever been, Vanille's struggle to face the negative repercussions of her own unflappable benevolence is the true centerpiece of Final Fantasy XIII. If they'd centered the game around her right from the outset rather than forcing us to watch Snow Villiers be a dumbass for ten hours, the end result would have been a much better game. I liked it anyways, though.

I second this, but then again, his lines for eyes kind've bothered me when I was a kid, I didn't get how he could still see everything.

The Skullknight from Berserk.

I usually hate characters that are overly designed, but the Skullknight makes it work. He's also the most badass character in the whole story; He fights on horseback, he has a sword that can cut through space and time, and it was he who saved Guts and Casca from the nightmarish jaws of hell and all of this while he was duking it out with Nosferatu Zodd... He is the fucking man!!!

I don't feel like he's underappreciated in the comic - the lack of screen (page) time only adds to his charm and mystery - but the amount of attention he receives from the fandom is rather meager and that's a bliming shame!

OK. My favourite under-appreciated characters are the Shining Knight and the Vigilante, both of them from the Justice League: Unlimited animated series. I offer them both up, because, throughout the show, you rarely ever see them apart from each other. They are either playing chess, fighting together or arguing over the nuances of Clint Eastwood's character in Dirty Harry.

And really, what's not to love about an chain-mail-clad knight who practically spells out what it means to be a hero, and a cowboy who can turn his own Harley Davidson into a gigantic bomb with a few well-aimed revolver shots?

Oh, and, in the series, Vigilante is voiced by Nathan Fillion.

You know what? I actually liked Raiden in MGS2. Even though he should actually be everything that annoys me in a character he just doesn't.
