I wouldn't cast anyone as the Riddler. He's a poor man's Joker.
Use a villain like the Puppeteer or Harley Quinn or Zsasz. There's so many great Batman Villains out there that fit the realist movie universe. Riddler is not one of them.
But, if I had to cast someone probably David Tennant, John Simms or Johnny Depp.

Well, for a really different take on the character (less insane, and instead more cold, detached, and with a touch of elitist condescension), I would say Stephen Fry.
If anyone can sell me the idea of a villain whose voice could form an excellent counter point to Christian Bale's "Slayer voice" when doing Batman, it's Fry.

Or Cillian Murphy... Ya I know he played scarecrow but he was wasted on that (his Dr Crane was excellent though). He would have made an awesome riddler.
