MW2 -> Blops = new weapons, new texture engine, new models
MW2 -> MW3 = mostly the same weapons, same textrues/lighting, same enemy models, etc
It isn't hard to change a game, however Activison's problem is how their mistreatment of Infinity Ward lead to them refusing to begin production and half the staff including ALL the creative leads ditching the project. Activision then had to quickly assemble a new team - based on loyalty rather than talent - to quickly make a sequel.
So of course this is the worst rehash yet.
MW2 covered a lot of the same ground as COD4 but at least it was a new game from the ground up.
MW3 is clearly just a remix of MW2, just dropping in more elements.
