Russia's military (although quite effective) isn't what it used to be after the end of the cold war, and China doesn't have shit besides tons of people. France actually has a very good military, they just don't like to go to war. And Japan doesn't have a large standing military at all, after WW2 they signed a treaty that they would never raise a standing army beyond a certain size again.

Russia - No one's going to touch them; they've got the Doomsday Device, they just haven't told anyone yet - the Premier loves surprises.

China - If their entire population did a sychronized jump on the spot it would create a tidal wave big enough to wipe out the US west coast. On top of that, they don't even need to use bombs, they can drop people covered in knives out of planes - people are much cheaper than bombs and lord knows they've got plenty of them.

Vatican City - Our trump card. If it all goes arse-over-tit, we've got Christ on our side.

"Decent", for all that the term can be applied to war, means an actual power that has a significant military. For example, Korea (a win), which was equipped by the Soviets or Vietnam (a loss).
