It's called Resident Evil cause the couldn't trademark Bio Hazard. But as to what it means. I have no idea either.

If you want to stretch it a bit, it's because Third Echelon is a Splinter faction of the NSA, and Cell is another word for faction in the sense it's used here. Also, if Sam's discovered, the US will deny he ever existed, so he's a "Splinter" in that sense as well.

As I said, that's still sort of stretching it.

Seriously. When you have to look into the backstory to find out why a game is called what it is, something's wrong. True, Mass Effect is very important to Mass Effect (it's almost to them what electricity is to us, but far more. It's how everything works, including the guns), I shouldn't have to read the codex (which I was going to do anyway, but still) to know that.

Of course it's Infinite Undiscovery. Right after I heard of that title I couldn't help but scream "This is so fucking stupid, learn to speak real English" on top of my lungs.

Shin Megami Tensei is a separate game series. Persona is a spin-off of SMT. IIRC, the games are just called "Persona" officially, and not "Shin Megami Tensei: Persona". Big Mutha Truckers is for the PS2. I think it was a pseudo-sequel to Sega's arcade truck-driver simulator.
