Unless Microsoft has an hardline alternative for this such as kiosks or hard copies then they risk losing a massive chunk in sales.

Because those industries have secondary sources of incomes
Music:concerts.
Books:laughably low poduction costs.
Carsbviously better new and comes with free service often.
Movies: dvd's reruns on tv

No used games? Bah who cares, Steam doesn't have used games and that doesn't slow me down at all. If they make new games like 55USD instead of 60 they might be able to get consumers to think of this as a plus.
The biggest downside is the price/size of current hard drives for the Xbox. You can't have a digital sales system focused on selling full scale games en mass with these storage units.

That I would be more than OK with. Cartridges have come a long way since the N64 days.
