Dark Elf girl lives with a bunch of strange people, occasionally comes out wearing mad scientist goggles yelling "Science!", steals all my interesting knick-knacks, and occasionally does some fancy parkour shit between our roofs. Also, the city has much less of a drug problem for some reason...

Right from the get-go. I like my characters to look good and have smexy weapons. Nothing too overpowered, though I kinda need to tweak a few things in the GECK... >.>

Ah, so this is on the PC? Or have I stumbled upon an alternate reality where the console version actually has modding tools?

Well, I have an utterly awesome guy living next to me who taught me all the ins and outs of survivalism and gave me a huge collection of swords (believe it or not, this is the Fallout Guy: Chinese officer sword, Jingwei's shocksword, that flaming one, etc.). Now if only my valuables and bobbleheads would stop vanishing.

Hmm, we he sure seems to like making weapons out of odds and ends and stealing my bottle caps, but beyond that, there really isn't anything remarkable about him, aside form all the junk food and booze he has stuffed in his refrigerator.

He's a bit fucked up. He has corpses stuffed and has them posed around his house like it's a family gathering, and he keeps rambling about a nuke, and his dead dog, saying he didn't want to kill all of those people.
