I think destroying a city with any of the other powers would be way easier, though. With wind, you can just blow on the sides of buildings. It'd have to be RIDICULOUSLY strong to take a building down. Ok, tornado power would be pretty cool, but you'd have to be a villain. How could a good guy use such a massive destructive force?
Whirlpools? Also how?

EDIT: also, you couldn't really bring down helicopters or planes, you could just make them move very rapidly in one direction.

Electricity, caused it's awesome and I zap my friends in shopping malls when I'm close to them irl. Also, I can create fires assuming the thing is flammable (e.g. trees) and I might be able to shatter ice. Of course when there's water it depends whether it's used against me or to my advantage.

But I might be convinced to chose wind instead...

Electricity (with ground coming a close second).

Being a source of energy yourself, playing with magnetism, experimenting with the way you channel your electrical currents: bolt of lightening, EMP blast, static storm, high polarity propulsion, etc.

As for confrontation with the other elements:

- Water: shock it, duh.
- Ice: first thaw it with a big dose of lightning, then shock it with a second big dose of lightening.
- Wind: electricity > flying.
- Ground: A bit harder, but ground or no, a strong bolt of lightening can counter most moves of a ground-user.
- Fire: Would be pretty equal, I suppose - shooting flames or shooting lightening, equally destructive.

Earth.

Handles things quick and to the point. Bam, dead. If I could levitate rock, then I have a never ending supply of transport.

Earth cannon, endless maces, shields, and armor.

Team up with a water user=flawless filtration system.

the air within a lightning bolt can be as hot as 20,000 degrees Fahrenheit. so ice is not a problem.

Electricity. That would be balls to the walls awesome. I could arc weld with my fingers, fly by ionizing air, use electric punches, shock the fuck out of those cocky wind people.

Earth (ground, whatever), fits my style. I'm pretty stoic as a rule, but I'd rather let people come to me when fighting and react accordingly. Also it provides me with a resistance against most of the other elements and most other physical attacks, it can't be electrocuted or burnt, and wind can't move anything heavier than a rock. Really my only problems would be ice and water.
Also comes the ability to create boulders and stalactites, shift the earth to send me skyward, create pitfalls, fissures or small earthquakes, shift vertical surfaces to allow me to scale walls... also being able to create a handful of sand in tough situations for surprise blindness, or create rocks around my fists to enhance my punches.
You have to admit, it sounds pretty fun. :)

Electricity, but only if it was as awesome as it is in the onepiece anime. You'd be able to fly, restart your own heart if you got seriously hurt, and attacks would just phase through you. As long as its like it is in OP.
