Yeah after watching that show about a certain scientific railgun, it's hard NOT to choose electricity after having seen what she can do with it... ironpartice katana anyone? No? I kid, of course. I'mma go with electricity, other people have come up with lot of valid and scientific reasons for this. For me, the main appeal is electrocuting people while laughing manically.

Water: Electrocute

Ground: Electrocute (so, funny thing, it turns out being grounded actually makes you more vulnerable to being electrocuted! Who'd have guessed? =D )
Wind: Tough one, I'll give you that. As they'll probably be flying, so simple electrocution won't work unless they're grounded (in an electrical sense, not in a "physically on the ground" sense). Some sort of harpoon could create a link down to the Earth, so that'll have to be in my gadget belt.

Ice. Think about it, water is immediately rendered useless as you can freeze it and water can then do nothing with it.
Fire is in a similar situation, just freeze the water in the air around the fire and it'll go out.
Freezing the water in the air also helps against 'wind' as you put it, as at the very least it would be irritating if a portion of the air suddenly froze solid just as you were halfway through manipulating it. You could also make air work against itself if, for example, an air user was pulling air towards themselves to give themselves lift, just freeze the water in it into razor sharp fragments just before it hits them and that problem takes care of itself.
Earth and Electricity are more difficult. I guess there's water in the ground and you could freeze that to lock the earth in place.
Electricity is the biggest problem but you could freeze the water vapour in the air in front of you to make a wall and protect you from anyone shooting lightning in your direction. Seems like your best hope would be to just freeze the water vapour around their head into a solid block before they get a chance to do anything.

I would go for wind usually wind constitutes i control the movement of air, and is air everywhere? YES! hence i am never restricted. I think wind is the move overpowered of them all, send people flying with ease, make tornadoes, i can fly, or move really fast all with the control of the movement of the constant unending source around me.
water, because people are made up of like 70% water...plus I SUPPOSE i could use it to heal too...
Oooh... tough call... If I had to decide... I'd probably pick fire, wind, or water/ice.

Fire could get out of control so i wouldn't go with that. Ice can be melted so i don't want that either.

Would be cool if I could choose wind+fire or wind+water=moving tsunami or as I like to call it Tornami but if only one then wind I don't see how anything can hurt me

Electricity would be awesome, it turns into instant-hacking, flight, magnetism... whatever is plot convenient.
