Well, technically you are right. He is Ukrainian by nationality, but since he was born in the era when Ukraine was a part of (glorious) Imperial Russia, he is therefore considered Russian.
In addition as I stated above the education is what really defines the person, and he received his from Saint Petersburg Conservatory, which is in Saint Petersburg (duh), Russia.
Besides, since Russia itself originated from Kiev (capitol of Ukraine), I tend to consider both Russians and Ukrainians as one people (Slavic).
But whatever floats your boat I guess. It is still better than calling Einstein "American". (shudder)
EDIT: Now if I'd call Asimov a great Russian writer, than your rage would be perfectly justified.
