Victoria's Secret sells cotton PJs, perfume, soap, body lotion...all sorts of things that would be perfectly appropriate for a little girl to buy. Not everything there is a merry widow or thigh highs.
As much as I hate to admit it, my favorite pair of Pajamas does come from Vitoria's Secret. I've also had various incarnations of the same pair of pajamas since I was twelve. So while in general I strongly dislike the way that Vitoria's Secret sexualizes women's bodies, I have to admit that they do sell things that are entirely appropriate for younger girls. The entire store is not the same as their windows, which are meant to catch people's attention.
They also sell excellent bras and thirteen is about the time that some young girls start needing these things. And as has been mentioned before, specialty stores like Victoria's secret usually provide a better fit than you can get at a department store. They also have people there that can help measure you (for free) to make sure you're getting the right size. As just about any woman can attest there is nothing as uncomfortable as an ill fitting bra.
There are many reasons why the girl could have been alone, not the least of which is that buying a bra is an extremely sensitive thing when you're thirteen. Personally at that age I would have much rather gone shopping alone than, say, with my father or brother.
That said, I am in total agreement on the Bratz dolls and that entire line. Those things seriously creep me out and do not provide a good role model for young girls.
