Go watch Gangs Of New York. Sprawling city with lots of local color (like a bar with a giant tree in the middle of it). Just old enough to have a somewhat European feel, young enough to have an oddly rural flavor, and lots of wild history to draw from. Almost all of the fighting happened in the rural South, which is why we have a skewed perception of the period. The Northeast had large sprawling cities as the Industrial Age was in full swing there. It would provide a similar background with it's own unique flavor.
Oh, yeah, early industrial is a nice period. Given the choice, though, I would go set it in early industrial England as there's plenty of things there that fit nicely into the AC's re-appropriation of history. And more history, of course.
Victorian England would be the most obvious choice. It's so damn iconic. The big drawback is that it would be hard to escape the billion and one cliches that have slipped into the Victorian setting. Do you really want to hear, "howzit goin' guv'ner" 80 billion times as you run through the streets of London? And they'd probably not be able to resist throwing Jack The Ripper in there, which is one of those things that is so over-done that I groan every time someone tosses their pet theory into the ring.
The American Northeast during the Civil War is one of those rarely seen settings. The two default settings for the Northeast are the Revolutionary Era and Modern Day. New York City is pretty much unrecognizable with the most iconic landmarks several decades away, while Boston & Philadelphia could provide the notable landmarks. If they do it, I figure they'll be channeling Gangs Of New York a lot, but there's still a lot of room in their to maneuver, perhaps even adding in the Illuminati, who are about the closest America has to the Knights Templars. The main drawback is that people hear "American Civil War" and immediately think of the battles in the South, but it's just the sort of rarely seen historical period that I would love to see in video games more often.
Funny, when I opened this thread, I was hoping it wouldn't be set in America, but in responding to other people, I realized that it could be a really good choice. Aside from Gangs Of New York, I'm not aware of any other movie that has really dove into this era. Victorian England is usually where tales of the underbelly of the Industrial Revolution take place.
