Mainly the setting, it was a gigantic beautifully made world with only boss fights. The colossi were enemies, but also environments in and of themselves and it gave you the distinct feeling of being the size of a cockroach as compared to a human being. The story was simple yet beautifully touching, a man is so in love with this girl that when she dies he takes her body to a forbidden land and puts his life in peril just to spend one more minute with her.

I would also recommend you searching google for screenshots of the game because they are incredible, they look like current gen graphics but it was for PS2. Also if you have a PS2 or can find one for a reasonable price it is definately worth it to spend the money to play this game.

Borderlands and Bioshock for visual style.
The Elder Scrolls series for great gameworlds, engaging and beautiful music and rich lore.
Bioshock and any Bioware game in terms of narrative.
Half-Life series for innovative storytelling method.

Beautiful visuals even to this day, excellent music, and hell it was even inspired by the artwork of a real world artist (Wassily Kandinsky, to be exact). If that isn't a perfect example of a video game being a work of art than I have no clue what would be.

Half Life 1 was pretty artsy in a way XD

but hands down, goes to Okami.

I'm putting my vote in for Okami, but Shadow of the Colossus follows in a very close second. The beautifully stylised visuals in Okami, in complementing the storyline, soaked heavily in Japanese mythology, and punctured with awe-inspiring national landmarks and architecture, along with the imaginative and artistic nature of the ability to interact with the gameworld using a mechanic designed to represent the divine hand of the main character, is just simply too whimsical and fantastic to miss out on first place.

It's nice to see that the Overrated Artsy Bullshit Squad (Shadow of the Colossus, Beyond Good & Evil and BioShock) are still getting plenty of head.

Okay, sorry. I'll stop trying to pick fights and answer the question.

Well, I mean, by what do we mean "art"? If we're just talking about how a game LOOKS, then every game is art, and the ones the people here are pointing out are simply GOOD art. I guess it depends on one's definition of art, then.

I'll go with Portal. It's mind-blowingly creative in the sense that it plays like no other game (and in fact is like nothing else, anywhere) and is still commendable for reasons that go well beyond gameplay. It's the kind of game that demonstrates just how versatile and open-ended the videogame medium is.
