Question 1: Its enough of a change to elicit a feeling of something being exotic and unknown.
Question 2: If they make sense in context, like gurren lagann's beastmen or the cat witch from Soul eater, then just roll with it and don't ask questions. Otherwise your guess is as good as mine.
If its just Naruto, One Piece, Pokemon, ect then its no wonder.
Look under the escapist anime reviews section for some good ones.
Look under the animation section of Hulu or use an anime streaming site like Crunchyroll.
If you haven't already try watching Trigun and Eureka Seven and almost any Gundam series you find is good as well.

As people have said they're cute and Japanese people go ape shit over anything that's cute. Hell I saw an Japanese commercial airliner that was painted with a bunch of pokemon on it. It's just spilled over to other countries because people in western countries go ape shit over anything Japanese and therefore by extension cat ears. At least that's my scientific hypothesis.

But just because you like sport games does not mean that you cant enjoy a goofy and unrealistic anime.
My college roommate last year drank like a fish at parties that he went to 4 out of 7 days a week, played football both on his PS3 and on the field, ...... and watched Icarly whilst giggling like a 12 year old girl. My point being that interest in one medium does not translate to interest in another.
Yeah, I really don't get it. I don't find it cute, just...odd, really. I guess I don't really hate them though.
A lot of people find it cute, some people have a fetish for it. Some animes make it more relevant that super kawaii moe mode.
In the series my avatar is from, having cat ears means you're still a virgin (you lose them after you have sex) so it affects how some characters interact with each other. Like how no one takes one of the characters seriously because she's 23 and still a virgin. And the characters look cuter, I'll admit it.

Because in the end, the islands known as Japan are very small, and there are a lot of people on them. Try locking yourself up in a small room with twenty other people for a year and see how squirrely you get. Cat ears will be the least offensive thing you'll come up with.

I have no idea, and I try not to think about it. I've seen three people wearing them irl, and all three of them gave off the some of the creepiest vibes I've ever felt. That and they just looked like idiots. I guess it's just a fetish, and admittedly anime is really just not my thing, but it really just seems like weird weeaboo attention whoring to me.
EDIT- I just read some of the other posts...are we not talking about people who wear cat ears irl, and instead focusing on them in things like anime and such? Eh, no experience with that, then, but I guess that's a bit less creepy. Still pretty damn creepy, and I'm still gonna judge you for liking it, but hey, that's what fetishes are for.
