You can already get tours of the place, or hire a personal guide (basically, a trained guy who will allow you to go places that are safe, rather than the guided tour).
You need permission to go on either, though. I've got access during June next year.

Well, at yellowstone you are 3 feet away from 300 degree hot-springs. So I don't see how this is any different as long as they rope off the safe areas.
You get scalded from hot water, not contaminated.
Basically, Prypiat (the city around Chernobyl) IS medically safe - It's the stuff that can stick to you or get inside you that can contaminate you. Dirt/mud, heavy dust, snow, etc.
Of course, the plant itself is still very much off-limits.
Oh, yeah - The radiation in the city itself isn't much cause for alarm. The background radiation is basically the same amount as in an electronics shop. Like I said, it's the stuff you can ingest that's potentially harmful, but even then, it'd be minor sickness, no Ghoulification or Hulk powers.
As for the mud/dirt/snow, they just don't want it spread anywhere outside the Zone.
