No, the Doctor shouldn't become black for the sake of it. If they choose an actor for they part, because he's the best, who is black then fine, but deliberately choosing a black man is stupid.

I'm sure that during one episode he talked in his natural voice. But you're right; you really can't tell.

A few problems:

1. They are too expensive to hire.
2. They are American. The Doctor has always had an english accent, niether of them can do an english accent.
3. They can't do the 'science geek' angle very well. They always have too much bad ass to their characters.

If you can find a black actor that can pull off those 3 things then yeah, go for it.

Personally I think if Craig Charles cleaned his act up he'd make a pretty good Doctor.

No, they should base it on the right actor, not just because they are black. Adding someone because they are black is just as racist as not having someone because they are black is.

I actually thought that was lame... they BOTH existed only to make the show more politically correct. Thank God the writers were good, because Mickey was on the path to becoming the WORST Dr. Who character to exist, and Martha was just sort of odd.

I don't have anything against any race, but RTD seemed to think he had to include EVERY SINGLE ONE and they all had to make out at one point or something and that's just stupid.

No the next Doctor could be black if the best actor for the job is black but he shouldnt be black just to be black as thats even more insulting to people since its implying that:
A. A black person couldnt get the role though just skill
B. Black people are somehow different and therefore in need of a helping hand to bering them up to par

It's been implied before that they can. Not the least of which being Matt Smith's introduction as the Doctor, in which he thinks for a moment he's a girl.

The Ninth Doctor said he could regenerate with two heads or none, and that's only dipping back into the revival.

Pretty sure if we can have a headless doctor, we can have one with a lot of melanin.

Will we see one? Don't know. Don't really care, either. Long as the Doctor's good, he can be black, white, or purple for all I care.

EDIT: Also, I really hope we don't see someone Morgan Freeman's age. I mean, I love the dude, but I can't see him keeping the pace of the recent series well.
