Generally speaking, the latest additions to the Fallout franchise have the most interesting characters; explore more complicated themes; have more plentiful and more striking locales; and more weapons. But in terms of PURE role-play? No, their predecessors have them beat.
The roots haven't dried out completely; the farmer's just shifted the dirt around.
That said, if Fallout 4 looked like Fallout 1 with the memory of Fallout 3 or NV, just imagine how immersive, diverse, and faceted it could be.
