Ties for first: Maes Hughes from FullMetal Alchemist (Funny guy), Kurama/Shuichi Minamino from Yu Yu Hakusho (He's cool), Kuwabara from Yu Yu Hakusho (His stupiditiy is hilarious), and Izumi from FullMetal Alchemist.
Griffith/Guts from Berserk, I see them as the same person ripped into the polarities of the human condition.
Also, Retro from Dead Leaves because he seems to be a satirical portrayal of anime itself.

Dr. Tenma from Monster - interesting contrast to Vash, he's a super duper good guy who spends the entire show trying to kill someone but never does it.

I liked the black cat in Kiki's Delivery Service (which is a terrible film, but the cat is awesome). That cat is in fact the only time I've reacted with any kind of empathy to any character in the entire history of anime. Pity the cat didn't really get enough screen time and they focused so much on the silly girl...

I think Luffy is my second or third favourite character, so hard to choose... the whole Mugiwara crew are all so cool. X3

I loved L. Something about his awkward social graces and his borderline creepy personality made a character that, despite being almost entirely without a soul at a first glance, one of my favourite characters of all time. He strikes me as tragic character, yet it's never really explored and signposted for the audience, and I liked that a lot.
