I'd have to drop another vote for Battle Royale, although, criminally, I have 'The Happiness of the Katakuris' on DVD and have not watched it yet.

It is by Takashi Miike, the guy behind 'Audition' and 'Ichi the Killer' but it's quite the departure it seems, its billed as a comedy horror musical romance, or 'the Sound of Music, but with zombies!'

Oh and just when you thought it had got too silly, the movie goes all 'Wallace and Gromit' with a claymation section.

Right on! I'm not that much of a fan of Lady Vengeance, and Sympathy For Mr. Vengeance is good in a more contemplative way, but for sheer awesomeness, you need Oh Daesu.

I'll also toss my hat in the ring with some French New Wave classics. Le Samourai and A Woman is a Woman anyone?

Any of the Hong Kong filmed John Woo films, extra points if it has Chow Yun-Fat.

A lot of my other favorites have been mentioned already, but I would recommend Nightwatch and Daywatch.

Whale Rider; it's from New Zealand, telling the story of a young Maori girl determined to prove to her father what a strong Maori she could be, while showing all the signs of becoming the next and first female chieftain.

That, and Pan's Labyrinth, if you want to go into other languages.

Oldboy or Ringu 2 most likely, but chocolate (not chocolat) is up there too. I have more foreign language films than English ones almost to its hard to choose.

I'm not counting "mainstream" Hollywood movies then. Sure I don't live in America, but meeh I won't label American culture as foreign anymore :p Thus I'll choose the French movie Amélie. It's amazing, a real fairytale. Paris was never so beautifull.

"Arahan." Martial arts and humor tend to go together well, but I liked this film more than Kung Fu Hustle (which was more over-the-top).

Tough question, very tough question. Probably Battle Royale for reasons doubtlessly gone over many times in this thread. Other than that:

Funny Games (Amazing German psychological horror film that completely ignores or even mocks the conventions of hollywood films.)
Akira (Because it's just awesome)
The Machine Girl (girl with machine gun for arm. this film also features a drill bra and epic amounts of win.)
964 Pinnochio (strangest film I've ever seen, there's a 10 minute vomiting scene)
Infernal Affairs (Brilliant film about a pair of moles, one working for the Yakuza, one for the police)
Pans Labyrnth (I find it hard to put into words the awesomeness of this film)

Brotherhood of the wolf is a bloody classic, no question about that.

I'll have to go for either City of God (amazing film), or Red Cliff (another amazing film)

Honourable mention: Infernal affairs, because without it, there would be no 'The Departed' or 'The Debarted' an awesome simpsons parody of that film.

Schweik series and Flatfoot in Hong Kong. K, I'm not sure weather Flatfoot was made by americans or not, but Bud Spencer is in it, so who the heck cares.
