From the Honor Harrington series: pretty much the entirety of the Mesan Alignment's leadership, with extra kicks as a bonus for the so-called Long-Range Planning Board. Although, given how Mission of Honor ends, there's every chance they'll be getting theirs, along with my other nominee from the same series, the Solarian League.
If it could be a group of characters then I would punch the living shit out of the enitire galactic counsel in ME2 and if I could only punch one, I'd go with the asari ***** (she seems like the ringleader to me) I mean seriously, what do you mean "We have no evidence to support the existence of reapers???" I FUCKING KILLED ONE! not only that but human colonies disappering isn't your problem? Like hell it is! We joined the council and I saved your alien asses the least you could do is give a damn!

Lucifer, ambitious I know but in A in the D you're screwed whatever you do, that pissed me off. and if you pick the 'bad' ending the priest dude has a go at you, so I'd punch him too. Come to think of it I'd punch pretty much the whole cast. if there's a good character in it tell me please cos I missed them.

The protagonist (I forget his name, or if he was even given one) from the book "Lilith" by George MacDonald, as well as George MacDonald himself for writing a book that fooled me into thinking it was a nice fantasy story before turning around and beating me over the head with heavy-handed religious dogma. Ugh.
Laura from Silent Hill 2. I don't care if she's an innocent, that little troll needs a spanking like there's no tomorrow.
...And I'd add Moebius from the Legacy of Kain series, but he totally gets what's coming to him and it's awesome.
