Halo 3. Dammit, there's barely any blood in the game, barely any cursing, and most of the weapons look like children's toys.

But imagine how many more kids would be on xbox live! The extra with parents who pay attention to the rating system! We would have more madness!

and L4D can have a lower restriction too.

and bioshock deserves 18!!! in neptunes bounty, theres a guy who is crucified, theres plenty of gore, violence and drug abuse as people have already stated

That last thing might be why it is actually rated M though if you think about it.
I thought the Fable games were the least deserving of an M rating personally.

Bioshock definately deserves an M-Rating, it's very disturbing, scary and horrific even if its not gory.

Halo and Mass Effect however are pretty standard space opera stuff with less objectionable content than you'd see in most TV shows. Even the controversial Sex Scene in Mass Effect is pretty damn tame, I suppose it's the Homosexual Content that really garners it a M-Rating.

They were threatening ME with an AO rating at one point for the sex scene.

Speaking as someone who owns Fallout 3 and TF2, I feel that Bioshock is the most disturbing game I've ever played. Even if the violence isn't really "graphic," the context is so dark and brutal that I think it would warrant an M rating even without the constant swearing and sexual themes.

Oh, and also you can kill kids.

Ok to everyone who quoted me, Bioshock is obviously deserving of its M-18 ranking. I just thought it not as bad as other games.

the m rating doesn't stop kids from playing them , but alot of games have violence or bad things in them that make ratings pointless , as for games that don't need an m rating ... mercs2 , fallout 3 , cod 4 but hey im old enough that ratings mean nothing , and would buy m rated games for a kid and hey at least it aint booze or smokes so don't ***** at me ,they see worse shit everywhere anyway especially online and tv

I would have to say Call of Duty 4: Modern Warfare. The only time you see blood in that game is when you score a headshot and their brains splatter on the wall behind them. In Call of Duty: World at War, by contrast, you can blow arms and legs off and in the most extreme case of dismemberment, you can blow away part of their chest and look into their rib-cage in glorious gory detail, especially in HD.
