A sort of "Borderland's style" FPSMMO with base building, vehicles. Basically, all the players are like the crazy bandits from Borderlands. They build weird scrap-metal fortresses and such, build insane Mad Max style vehicles, and go roaming around on rampages. Lots of PvP with partial player looting; you'd get only one thing off a player you kill, but probably only rob some of their pocket change or one of their crappy consumables, not their weapon/armor. The PvE would mostly be concerning the screwed up ways in which the faceless inter-solar corporations exploit everything for profit, and opportunistic predatory factions that take advantage of the chaos, like vultures.
It would include randomly generated instances that are sectors of the open-world planet where random stuff to raid happens. A town could be full of zombies from a corporate experiment involving bio-weapons or a crashed ship-wreck that seems easy to loot, but the bulk of its cargo is just crates and crates full of angry robots. In rare cases, two groups could arrive in the same instance, and either indifference or bloody combat could ensue.
Players would be able to control areas of the overworld like critical vehicle routes, mines, or just the middle of nowhere, by building bases, defenses, and hiring NPCs and such. What would also be possible is the option to just ruin things. Plant landmines, hire a screw-up crew to infest an area with enemies, destroy buildings solely for fun and profit from the scrap metal sales.
I don't think it'll ever be made, because an FPSMMO that actually functions like a well-constructed FPS and is also interesting is probably impossible. No, Destiny, Planetside 2, and Fallen Earth don't count. Those aren't open-world and PvP-focused, and Planetside 2 just doesn't have the appeal I feel.
