As soon as I saw "Failed Promises", BAM Rockstar...
I mean, seriously. If you've ever visited GTAForums, you'll know what I'm talking about.
Hell, all you need to do is watch any GTA IV trailer, and then play the game.
Lets see here, how many times have they broken our hearts?

Fingerless Gloves in Vanillia GTA, a big one.
Mission Exclusive Vehicles throughout the IV era series.
Traces of Mod garages without vehicle modding.
Tow truck that doesn't tow in TLaD DLC.
Traces of four or five left out minigames throughout the IV era series.
Traces of scripts for Airplanes and left out vehicles.
Skylift Helicopter that doesn't lift or is even availible in TBoGT DLC.
Fully functional stock version of a new car in TBoGT DLC that was never included in the game.
Fully functional armored truck in TBoGT DLC that was never included in the game.

And everything that was left out that made San Andreas and Vice City so popular, like buying safehouses...

There's a buttload of other goodies that were featured in the trailers and hidden around the scripts that would have made the game much more popular, but were never included... A lot more...

OH WAIT! I must add an EDIT for clarification.
GTA IV was a GREAT GAME. I loved it and still play it and both DLCs. All of the left out content could have improved the game MORE, but it's ALREADY a great thing... Unless compared to San Andreas while ignoring the graphics difference... Eh. Both games are good.

In recent memory, I will go with Brutal Legend... it had everything to be epic, but ended up being "meh..."

I didn't think Borderlands was hyped that much, at least by the marketers. People who loved it raved about it. People who don't like it probably couldn't understand what all the fuss was about.

Beat me to it! Yeah, once I found out this was an RTS game and was really kind of repetitive, I dropped it. But I still bought it from Gamefly when it dropped below $10.

I try and try to come up with my list of favorite games, and constantly I come up with games from the last generation or earlier or PC games. There are definitely games on the 360 and PS3 I love (Mass Effect and Ace Combat 6 for example), but there's something missing from most of them that makes them feel... well I'm not sure what the word is, but the closest I can think of right now is 'mediocre.' There's not a whole lot right now that feels new (Heavy Rain feels like Indigo Prophecy in style), everything feels over simplified, and there seems to be this trend of making multi player games specifically for frat parties...

I really don't know what else to say, it's probably been said a million times already, but whatever audience console games are targeting right now I'm not a part of it.

I don't know if MMOs are allowed on the list (I didn't see any) but if they are, then Vanguard: Saga of Heroes has to take the cake. OR at least it can take the cake for a sub-category.

Hmm... Final Fantasy 7's ending severely disappointed me. In the same vein, so did the ending of FFX, especially since X was pretty decent up until the last couple hours.

Metal Gear Solid 2 disappointed me by the time I was halfway through it and started questioning why I was still even playing it when I had come to hate almost everyone in it. The ending didn't help in the slightest. Could shove MGS 3 into that too, because I was expecting MGS1 styled stories from both of those and was very letdown with how MGS2 was basically an anime and MGS 3 felt like Snake/BigBoss having a wet dream about guns explosions and almost naked women getting electrocuted while fondled.. *shudder* Don't even wanna go into 4...

I was rather disappointed with with Devil May Cry 3 though it'd be hard to say exactly why.

Oh, and Megaman X7 and X8. Wow were those disappointing. Never have taken to Axl, and the final area/boss of X8 was just a joke filled with spikes and 1-hit kills. Should probably point out that Megaman 9 was a dismal failure in my eyes for similar reasons. "Let's fill the stages with spikes because that's totally what Megaman games are about! And let's take away core abilities he's had since the third game!"

Breath of Fire 3's WTF plotline, 4's WTF ending.

Pretty much every game that made me go "..wait is that all?" or "Oh gods, you've got to be shitting me..". That certainly was the case when I saw KH2's hidden movie. Cause I was really hoping they'd NOT go that path with what had been a good story up until then.

Gods I could go on for ages on this...

Besides that it was a great game though. ....
Borderlands was more about the journey than the destination. Also, the critters and bandits got a lot tougher on the second playthru.
