Competition is fun when the odds are even AND the game is MOVING. When everyone is just sitting around waiting for everyone ELSE to make the first move, it's called a Cold War (ie, the most boring kind of war). Camping is one of those emergent behaviors in games that fails the "what if everyone did it?" test of whether or not it is good for a game.
The same problem plagues paintball and Nerfing groups, and it's why they work against it. The game becomes very BORING and PREDICTABLE because of the "strategy" of camping. Nothing about camping promotes fun, variety, or challenge in a game. It promotes imbalance and stagnation.
Is it a good strategy to use in an ACTUAL war, where the goal is to win NO MATTER WHAT? Sure. But in a game, it's just bad gameplay.
