You do not want to get a HK MK23. It too heavy and too big (same size as the Desert Eagle). They are not use by any military. HK stop producing them. They are retail at $2300 each IIRC. I love using it on paper targets and clay pigeons on the ground. Ammo has gotten expensive for it so now I only bring 60 rounds to the range at a time.
My dream gun is a Steyr AUG. I fired one and it was very cool. I also like the AR15 series guns like your brothers Panther. They are fun to shoot, but a pain to clean I've heard, and break more often then AK series. I prefer simplicity and reliability like my WASR10.
Come to the USA. A lot of brits that love firearms are migrating to the USA. You do not need to be a US citizen to be able to buy firearms. Why .40S&W? For me, that's a good balance between the .45 round's stopping power and the 9mm round's lower recoil and greater ammunition load potential. The 24/7's magazine can hold 15 .40S&W rounds, which isn't bad at all. I've been reading up on this weapon and it's gotten a lot of good talk about its reliability and ease of use.

Honorable mention: My Swiss K-31. It is quite possibly one of GREATEST bolt-action rifle designs EVER made and it is accurate as hell!

There are reason why you don't put telescopic scopes all the way toward the rear on an AR15. It is not the proper way to do it. It will limit his ability. It will limit the scope ability. It will limit the AR15 ability.
If he want to do it that way, that is fine but he will never improve. I'm helping him. I'm not criticizing him.
I am aware that the scope is too far back. It's got a nice propensity to tumble upon hitting a soft target; creating a wound channel that is > or = to a 9mm. The only downside that I can see is the pure lack of kinetic energy. The problem with the P90 (civilian model PS90) and FN 5-7 pistol is the caliber they use. The running joke is that it takes the entire magazine (P90 all 50 rounds. Keep in mind it is a joke and it does not take 50 rounds to kill a bad guy) to stop a bad guy. The 5.7x28mm is not a caliber to trust with your life.
The only active government organization that use P90 is the Secret Service.
DocGKR has a Ph.d in ballistic and he doesn't recommend 5.7x28mm to law enforcement and military.

I don't like bullpup. Those firearms sacrifice a lot for one advantage (compactness). You do everything slower with bullpup. All special operators use conventional rifle design instead of bullpup even in countries that use bullpup as their standard.
