Keep leaving the people out of Copenhagen so that everyone thinks it's an elitist money making power grab which ultimately just increases the price on things. To destroy the world, you need to treat the people themselves as the enemy and keep the power with a very few people so that the majority just goes about their lives without being at all energised to reduced their greenhouse gas emissions. To destroy the world, we need to think of global warming as some kind of far-off problem that we will "eventually" have to "do something" about. That should just about do it.

Instead of just making the pain quick, it hurts them a lot over a long period of time.
